I believe that a refusal to provide assistance to have a shower as often as I want it (within reason of course) would potentially be challengable, even if it has not been done yet, it is not about how clean other people might or might not wish to be, or a comparison with them,  it's about my right to choose that for myself.   Part of the point of the human rights act is that it strengthens other requirements.  Thankfully, I'm not in that need, but if others are I would be interested to know what they were told by social services or whoever.
